FY 2026 and 2027 Budget

Every year, the City of North Port's budget serves as more than a financial plan. It reflects the priorities, challenges and opportunities facing our community and helps guide how resources are invested to serve residents today while preparing for the future.

This year's budget process began with clear direction from the City Commission. During early budget discussions, Commissioners directed City staff to develop the Fiscal Year 2027 budget with a 5% reduction as a starting point. That direction challenged departments across the organization to carefully evaluate operations, identify efficiencies, review service levels and prioritize the programs and services most important to residents.

Over the following months, City leadership and staff worked to balance that fiscal discipline with the realities of serving one of Florida's fastest-growing communities. Throughout the process, residents were invited to help shape budget priorities through a Budget Input Eat & Greet, an online budget survey and a participatory budgeting tool that allowed community members to allocate funding across the Commission's Strategic Pillars based on the areas they felt were most important.

The feedback gathered through these engagement opportunities was reviewed by City leadership prior to the Budget Workshops, helping ensure resident perspectives were considered alongside operational needs, long-term planning goals and financial realities. The result is a recommended budget that seeks to generate efficiencies, maintain core services, continue strategic investments in infrastructure and public safety and position North Port for future success while remaining mindful of taxpayer resources.

Over two days of budget workshops, City Commission and City leadership reviewed the City Manager's recommended Fiscal Year 2027 budget. Discussions focused on maintaining essential services, investing in infrastructure, supporting public safety and ensuring North Port remains financially strong as it continues to grow.

A Growing City Requires Growing Services

North Port continues to be one of Florida's fastest-growing communities. Since 2004, the city's population has grown from approximately 36,000 residents to nearly 100,000 today. As more people choose to call North Port home, demand for City services continues to increase.

Every new resident adds demand for roads, public safety, parks, utilities, stormwater systems and other essential services. The challenge facing the City is ensuring these services grow alongside the community while remaining financially sustainable.

The recommended FY27 budget reflects that balance.

Fiscal Responsibility in Action

The recommended budget did not begin with the question, "What more can we add?" It began with the question, "How can we continue delivering essential services while spending less?"

The City's recommended budget includes nearly $2.1 million in budget reductions and a return of $2.7 million to the fund balance to help prepare for future financial obligations.

At the same time, City leadership worked to protect critical services and preserve investments that support residents, businesses and visitors.

This balancing act reflects a commitment to responsible stewardship of public funds while ensuring North Port remains equipped to meet the needs of a growing community.

Maintaining a Stable Tax Rate

One of the key outcomes of the recommended budget is the continuation of the current millage rate for the seventh consecutive year. No increase in the City's property tax rate is proposed under the City Manager's recommendation.

For residents, this means the City is working to manage rising operational costs, continued growth and service demands while maintaining a consistent tax rate.

Investing in Infrastructure

Infrastructure remains one of the City's highest priorities.

From roads and drainage systems to utilities, public facilities and community assets, infrastructure forms the foundation of daily life in North Port.

The FY27 budget continues investments through the Road & Drainage District, Utility Fund, Solid Waste District and other capital improvement projects designed to support both current residents and future growth.

These investments are about maintaining essential systems, improving reliability, enhancing resilience and ensuring North Port is prepared for the future.

Supporting Public Safety

Public safety continues to represent one of the largest investments within the City's budget.

Police and Fire Rescue services account for a significant portion of General Fund spending and remain a central focus of budget discussions.

Throughout the workshops, Commissioners and staff discussed the importance of maintaining emergency response capabilities, supporting first responders and ensuring public safety services keep pace with population growth.

As North Port grows, maintaining response times, operational readiness and service levels remain critical to preserving the quality of life residents expect.

Leveraging Outside Funding

The City continues to pursue grants and external funding opportunities that help reduce the burden on local taxpayers.

Since FY22, North Port has secured more than $38.9 million in grant funding and currently manages nearly $35 million in active grant awards.

These funds support projects and initiatives that might otherwise require additional local investment, helping stretch taxpayer dollars further.

Planning for the Future

While the FY27 budget focuses on meeting today's needs, City leaders are also preparing for future challenges. One topic discussed during the workshops was the potential impact of proposed changes to Florida's homestead exemption. If approved by voters, the City estimates the changes could reduce property tax revenues by approximately $8.8 million in FY28 and $14.5 million in FY29.

Understanding these potential impacts today allows the City to plan proactively and make informed decisions that support long-term financial stability.

Moving North Port Forward

Budgets are ultimately about choices. The FY27 recommended budget reflects months of analysis, discussion and prioritization. It seeks to balance fiscal responsibility with the investments needed to support a growing city. It maintains a steady millage rate, incorporates budget reductions and efficiencies, and continues funding essential services, infrastructure and public safety.

As the budget process moves forward, residents will have additional opportunities to learn more about the proposed budget and participate in upcoming public hearings.
