City Manager

The City Manager is responsible for the day-to-day operation of the City. The City Manager is ably assisted by a team of professional public administrators and is appointed by a five-member City Commission in a traditional Commission-Manager form of government.

Alfred Jerome Fletcher II, who goes by Jerome, became North Port City Manager on Oct. 1, 2021. He has more than 25 years of experience as a public servant and leader. Mr. Fletcher received the Credentialed Manager designation from the International City/County management Association (ICMA) in April 2022. He is also a member of the Florida City/County Managers Association (FCCMA) and serves on the FCCMA Fiscal and Administrative Policy Committee. He has earned a Bachelor of Science in accounting and a master’s degree in public administration. Mr. Fletcher has been married for more than 20 wonderful years with two amazing children. 

Since coming to North Port, Mr. Fletcher has worked to establish a "Community of Unity." He and his staff interact with citizens in a variety of ways, including through the “North Port United” Tour, a series of community engagement and Q&A sessions hosted in partnership with local nonprofit North Port Forward. In 2022, he instituted a newly streamlined budgeting process that includes greater public feedback, incorporates the City Commission's Strategic Plan and Strategic Pillars and improves transparency and accountability through online performance data tracking. Also in 2022, he helped guide the City's Hurricane Ian response and long-term recovery efforts from this devastating, near-Category 5 storm. 

Mr. Fletcher came to North Port from the D.C. metro area, where he previously served as an Assistant Chief Administrative Officer for Montgomery County, Maryland. This local government is a suburb of our nation’s capital, has more than one million people in population and its economic development is built on being ranked as the No. 4 leader in life sciences in the country. In this position, he led daily operations and important decision-making processes as a member of the County Executive’s leadership team and his portfolio contained economic development, housing and community affairs, workforce development, and transportation. 

Mr. Fletcher has an extensive history working in economic development, which drives him to implement a strong business advancement strategy, including expanding revenue sources and fiscally prudent management. He is always looking to strike the proper balance with attracting and retaining new businesses as well as making sure the backbone of our economy, small businesses, have a seat at the table as well.

Deputy City Manager Julie Bellia

Julie has been with the City for over 43 years and most recently served as the Public Works Director before joining City Manager's Office as Assistant City Manager, then transitioning to Deputy City Manager. Her depth of historical and institutional knowledge on the City and operations of various departments over the years is an invaluable resource and serves the team well with interdepartmental collaborations.

Assistant City Manager Tricia Wisner

Tricia joined the City of North Port in 2017 as Assistant Director of the Parks and Recreation Department, where she helped lead major projects such as the North Port Aquatic Center and the Boundless Adventures Playground. She later transitioned to the Public Works Department, serving as Assistant Director and Deputy Director, where she oversaw key infrastructure initiatives including road rehabilitation projects and the widening of Price Boulevard. She most recently served as Utilities Director, supporting essential services and the city’s continued growth.

Wisner holds a Master of Business Administration from Lake Forest Graduate School of Management and is nearing completion of a Doctorate in Public Administration from Valdosta State University.

As Assistant City Manager, she supports city operations across multiple departments and works closely with the City Manager’s leadership team to advance organizational priorities and community goals.
